No Plywood Behind the Siding

This is a picture of a home that only has insulation nailed to the studs on the outside wall and no plywood behind the vinyl siding.  How did this pass the building inspection? To be perfectly honest, we don't know if this is acceptable with the Virginia Building code, do you?  We have seen this quite often. It presents a huge problem for those living inside the home when debris is airborne, especially during a hurricane.

I've seen drywall behind the siding, which passes the fire code but insulation alone is a shady contractors touch
